The sixteenth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Amherst street and the New York Central belt line tracks; running thence along the center line of Amherst street to the center line of East Amherst street; thence along the center line of East Amherst street to the center line of the Delaware, Lackawanna and Western railroad tracks; thence along the center line of the Delaware, Lackawanna and Western Railroad tracks to the center line of East Delavan avenue; thence along the center line of East Delavan avenue to the center line of the New York Central belt line tracks; thence along the center line of the New York Central belt line tracks to the place of beginning.

The seventeenth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Bailey avenue and the city line; running thence along the city line to the center line of East Delavan avenue; thence along the center line of East Delavan avenue to the center line of the Delaware, Lackawanna and Western railroad tracks; thence along the center line of the Delaware, Lackawanna and Western Railroad tracks to the center line of East Amherst street; thence along the center line of East Amherst street to the center line of Bailey avenue; thence along the center line of Bailey avenue to the place of beginning.

The eighteenth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the city line and the center line of Starin avenue; running thence along the city line to the center line of Bailey avenue; thence along the center line of Bailey avenue to the center line of East Amherst street; thence along the center line of East Amherst street to the center line of Amherst street; thence along the center line of Amherst street to the center line of Starin avenue; thence along the center line of Starin avenue to the place of beginning.

The nineteenth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the city line and Elmwood avenue; running thence along the city line to the center line of Starin avenue; thence along the center line of Starin avenue to the center line of Linden avenue; thence along the center line of Linden avenue to the center line of Colvin avenue; thence along the center line of Colvin avenue to the center line of the New York Central belt line tracks; thence along the center line of the New York Central belt line tracks to the center line of Elmwood avenue; thence along the center line of Elmwood avenue to the place of beginning.

The twentieth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of the New York Central belt line tracks and Elmwood avenue; running thence along the center line of the New York Central belt line tracks to the center line of Colvin avenue; thence along the center line of Colvin avenue to the center line of Linden avenue; thence along the center line of

The twenty-second ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Scajaquada creek and Niagara river; running thence along the center line of Scajaquada creek to the center line of Rees street; thence along the center line of Rees street to the center line of Forest avenue; thence along the center line of Forest avenue to the center line of Parkdale avenue; thence along the center line of Parkdale avenue to the center line of West Ferry street; thence along the center line of West Ferry street to the center line of Hampshire street; thence along the center line of Hampshire street to the center line of Albany street; thence along the center line of Albany street to Niagara river; thence through the waters of Niagara river to the place of beginning. including Squaw island.

The twenty-third ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Scajaquada creek and Rees street; running thence along the center line of Scajaquada creek to the center line of Main street; thence along the center line of Main street to the center line of Lafayette avenue; thence along the center line of Lafayette avenue to the center line of Parkdale avenue; thence along the center line of Parkdale avenue to the center line of Forest avenue; thence along the center line of Forest avenue to the center line of Rees street; thence along the center line of Rees street to the place of beginning.

The twenty-fourth ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Lafayette avenue and Parkdale avenue; running thence along the center line of Lafayette avenue to the center line of Main street; thence along the center line of Main street to the center line of West Utica street; thence along the center line of West Utica street to the center line of Brayton street; thence along the center line of Brayton street to the center

line of Massachusetts avenue; thence along the center line of Massachusetts avenue to the center line of Winter street; thence along the center line of Winter street to the center line of Hampshire street; thence along the center line of Hampshire street to the center line of West Ferry street; thence along the center line of West Ferry street to the center line of Parkdale avenue; thence along the center line of Parkdale avenue to the place of beginning. The twenty-sixth ward shall consist of that part of the City of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Albany street and Niagara river; running thence along the center line of Albany street to the center line of Hampshire street; thence along the center line of Hampshire street to the center line of Winter street; thence along the center line of Winter street to the center line of Massachusetts avenue; thence along the center line of Massachusetts avenue to the center line of Brayton street; thence along the center line of Brayton street to the center line of Rhode Island street; thence along the center line of Rhode Island street to the center line of Bremen street; thence along the center line of Bremen street to the center line of Vermont street; thence along the center line of Vermont street to the center line of Sixteenth street; thence along the center line of Sixteenth street to the center line of Richmond avenue; thence along the center line of Richmond avenue to the center line of Pennsylvania street; thence along the center line of Pennsylvania street to the Niagara river; thence through the waters of Niagara river to the place of beginning.

The twenty-seventh ward shall consist of that part of the city of Buffalo, within and bounded by a line, beginning at the intersection of the center line of Pennsylvania street and Niagara river; running thence along the center line of Pennsylvania street to the

center line of Plymouth avenue; thence along the center line of Plymouth avenue to the center line of Hudson street; thence along the center line of Hudson street to the center line of Cottage street; thence along the center line of Cottage street to the center line of Maryland street; thence along the center line of Maryland street to the center line of West Tupper street; thence along the center line of West Tupper street to the center line of Main street; thence along the center line of Main street to the center line of Exchange street; thence along the center line of Exchange street to the center line of Washington street; thence along the center line of Washington street to the center line of the New York Central railroad tracks; thence along the center line of the New York Central railroad tracks to the center line of Main street; thence along the center line of Main street to the center line of Buffalo creek; thence along the center line of Buffalo creek to Lake Erie; thence through the waters of Lake Erie and Niagara river to the place of beginning.

§ 2. This local law shall take effect immediately.

LOCAL LAW No. 2

A local law creating the department of general paymaster and prescribing its duties.

Became a law March 9, 1927, with the approval of the Council. Passed by the local legislative body of the city of Buffalo.

Be it enacted by the council of the city of Buffalo as follows:

Section 1. There is hereby created in the city government the department of general paymaster. The council of the city of Buffalo shall appoint the executive head of said department, who shall be known as the general paymaster, and who is hereby declared to be an officer of the city. He shall have such assistants and be provided with such office space and facilities as in the judgment of the council, are necessary for the proper discharge of the duties of the department. The general paymaster shall have general authority to draw, sign and deliver warrants on the city treasurer for all salaries of the city officers and employees carried on regular semi-monthly payrolls. All sums of money due or to become due to all other city employees as weekly or daily wages or compensation, shall be paid to the general paymaster, whose duty it shall be to receive said sums, to disburse them according to law, and to keep proper books of accounts showing all receipts and disbursements and the items thereof. The method of accounting used shall be subject to the approval of the city auditor.

Before entering upon the duties of his office, the general paymaster shall execute and deliver to the city his bond, with an incorporated bonding company as surety thereon, in the penal sum of fifty thousand dollars, conditioned for the faithful discharge

of the duties of his office and the proper accounting for all moneys and things of value coming into his hands. The amount of said bond may be changed at any time by the council and the premium thereon shall be paid by the city of Buffalo. The council by ordinance may require similar bonds from any of the assistants employed in the department. Each of the bonds, before being accepted, shall be approved by the corporation council as to form and by the commissioner of finance and accounts as to sufficiency. § 2. This local law shall be known as section forty-four-a. 3. This local law shall take effect immediately.

LOCAL LAW No. 3

A local law of the city of Buffalo in relation to the police pension fund of said city and repealing and superseding subdivision (e) of sub-section six of section one of local law number eight of said city for the year nineteen hundred and twenty-six, entitled "Å local law of the city of Buffalo in relation to the police pension fund of said city and repealing and superseding local law number eight of said city of the year nineteen hundred and twenty-five, entitled 'A local law in relation to the police pension fund of the city of Buffalo.'"

Became a law May 18, 1927, with the approval of the Council. Passed by the local legislative body of the city of Buffalo.

Be it enacted by the council of the city of Buffalo as follows:

Section 1. Subdivision (e) of sub-section six of section one of local law number eight of the city of Buffalo of the year nineteen hundred and twenty-six, entitled "A local law of the city of Buffalo in relation to the police pension fund of said city and repealing and superseding local law number eight of said city of the year nineteen hundred and twenty-five, entitled 'A local law in relation to the police pension fund of the city of Buffalo,'" which said local law repealed and superseded section two hundred and sixty-four of chapter two hundred and seventeen of the laws of nineteen hundred and fourteen as last amended by chapter one hundred and eight of the laws of nineteen hundred and twentythree and local law number eight of the city of Buffalo of the year nineteen hundred and twenty-five, is hereby repealed and superseded as follows:

(e) Any member of said fund upon his own application, after twenty years of actual service in said department or a combined service therein of not less than one-half said period in any grade or rank together with service of not less than one year in a position or office superior to the grade or rank of captain or a combined service of twenty years in the police and fire departments, shall be retired from further service. Any leave of absence without pay from either department subsequent to the time when this section takes effect shall not be included in computing such term of service.
