and means committee. Such certificate may be amended from time to time by the director of the budget and a copy of each such amendment shall be filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
The Dormitory Authority shall, before expending any portion of the appropriation herein provided, enter into a written agreement with the director of the budget providing that such authority shall reimburse the state of New York in full for all moneys advanced by the state from this appropriation at such time and in such manner as shall be determined by the director on the budget but in any event not later than the first day of August of each year following the close of the fiscal year in which such advances are expended.
The state comptroller is hereby authorized to receive from the Dormitory Authority amounts of money reimbursable to the state of New York as authorized and required by this section and to deposit such moneys to the credit of the capital construction fund as created by section ninety-three of the state finance law.
The moneys appropriated by this section, may be paid only on the audit and warrant of the state comptroller on vouchers approved by the chairman of the Dormitory Authority or by an officer or employee of the Dormitory Authority duly designated for that purpose

STATE UNIVERSITY OF NEW YORK (APPROPRIATED TO STATE UNIVERSITY CONSTRUCTION FUND)
HEALTH SCIENCE CENTER AT STONY BROOK Advance for the share of the Federal Government for construction of health science center basic science and dentistry facilities including preparation of plans, specifications and estimates, supervision and inspection, acquisition and installation of furnishings and equipment, service connections and improvement of grounds and all costs related to providing such facilities.
This appropriation is made in anticipation of the Federal Government providing the State with Federal funds for the above purposes in accordance with the provisions of Public Law 92-157 entitled "Comprehensive Health Manpower Training Act of 1971." No part of this appropriation shall be available until all of the requirements necessary to secure a Federal grant under such act shall have been satisfied

Transportation Design and Construction
HIGHWAYS, PARKWAYS AND GRADE CROSSING ELIMINATIONS For payment in the first instance by the State of the share of the Federal Government for construction and reconstruction of highways, parkways and bridges, the elimination of hazards at railroad grade crossings, the preparation of plans, studies, reports, surveys, and providing services in accordance with section fourteen of the transportation law, acquisition of rights of way and for such other purposes as are authorized by Congress as set forth in the provisions of Title 23, U. S. Code, "Highways" as amended and the Appalachian Regional Development Act as amended. The commissioner of transportation is hereby authorized to enter into a formal agreement or agreements for specific projects with the Federal Highway Administration, Department of Transportation of the United States of America, for the making of surveys and plans by the procedure prescribed in the highway law or in the transportation law or by a combination of such procedures; for the acquisition of rights of way; and for the construction of projects; all as provided in the provisions of Title 23, U. S. Code, "Highways", the Appalachian Regional Development Act and such other acts as may be amendatory and supplementary thereto.
Pursuant to a certificate of approval of availability issued by the director of the budget, the estimated apportionments in the schedule below may be increased and decreased in accordance with actual allotments, grants, apportionments or allocations of federal moneys except that the total amount of this appropriation may not be exceeded. This appropriation shall become available only as and when the Federal Highway Administration, Depart- ment of Transportation of the United States of America, shall notify the commissioner of transpor- tation (a) that a particular program of project items that have been theretofore submitted by the commissioner of transportation to such Federal Highway Administration, Department of Transpor- tation, has been approved and (b) that the required share of federal funds which have been apportioned to the state of New York for expenditures in accord- ance with federal laws relating to the said federal- aid highway system, have also been entered on the official records of such Federal Highway Adminis- tration, Department of Transportation, as a commit- ment of such funds for the purposes for which said first instance payments are hereby appropriated. This appropriation is made in anticipation of the Fed- eral Government providing the state of New York with federal moneys to pay such costs as agreed with the Federal Government in accordance with the following schedule:
NEW YORK STATE BRIDGE AUTHORITY
The sum of three million, seven hundred thousand dollars ($3,700,000), or so much thereof as may be necessary, is hereby appropriated in the first instance from the capital construction fund and authorized to be paid as herein provided to the department of transportation as an advance subject to repayment to the New York State bridge author- ity for the authority's share of costs of planning, design, land acquisition, preliminary engineering studies, including subsurface investigations and the construction of a parallel Newburgh-Beacon Bridge together with incidental roads, approaches, struc- tures and facilities as may be necessary. Notwithstanding the provisions of any general or special law, no part of this appropriation shall be available for the purposes designated (a) until the New York State bridge authority has entered into a written agreement with the director of the budget providing that such New York State bridge author- ity shall reimburse the state of New York in full for all monies advanced by the State from this appropriation at such times and in such manner as shall be determined by the director of the budget from the proceeds of the sale of the first bonds issued by said authority for the construction of the said parallel Newburgh-Beacon Bridge or from such other monies as are available to the authority, but in any event not later than March 31, 1979, subject and subordinate, however, to the rights of the holders of existing notes or bonds of the author- ity; and (b) until a certificate of approval of avail- ability shall have been issued by the director of the budget, and a copy of such certificate filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time by the director of the budget and a copy of each such amendment shall be filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee. The comptroller is hereby authorized to receive repay- ments of the advances made pursuant to this act from said authority and to deposit same to the credit of the capital construction fund.
The monies hereby appropriated, when made avail- able pursuant to a certificate of approval of avail- ability issued by the director of the budget, shall
be paid from the capital construction fund on the audit and warrant of the state comptroller on vouchers approved by the commissioner of transportation and the chairman of the New York State bridge authority or their duly designated officers.. CAPITAL DISTRICT TRANSPORTATION AUTHORITY The sum of seven hundred fifty thousand dollars ($750,000), or so much thereof as shall be sufficient to accomplish the purpose designated is hereby appropriated in the first instance from the capital construction fund as an advance to the capital district transportation authority for its corporate
Notwithstanding the provisions of any general_or special law, no part of any such appropriation shall be available for the purposes designated until a certificate of approval of availability shall have been issued by the director of the budget and a copy of such certificate filed with the state comp- troller, the chairman of the senate finance com- mittee and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time subject to the approval of the director of the budget and a copy of each such amendment shall be filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
The director of the budget shall not issue any certificate of approval of availability until the capital district transportation authority has entered into a written agreement with the director of the budget providing that such capital district trans- portation authority shall reimburse the state of New York in full for all moneys advanced by the State from this appropriation from any sources available to the authority on such terms and con- ditions as may be determined by the director of the budget, but such reimbursement shall be made in full not later than March 31, 1978. The state comptroller is hereby authorized to receive from the capital district transportation authority amounts of money equal to the amounts expended from this appropriation and to deposit the same to the credit of the capital construction fund so that the State shall be reimbursed for the full amount of any and all expenditures.
