But nothing herein contained shall charge any act of parlia. 'ment, proclamation, order of council, form of prayer and thanksgiving, or any act of state ordered by his majesty, acts of parliament, printed votes of parliament, or books commonly used in schools, or books containing only matters of devo 'tion.' 10 Ann. c. 19. s. 102. 44 Geo. 3, c. 28. One printed copy of every pamphlet, printed or published within London or Westminster, or the weekly bills of mortality. shall, within six days after the printing, be brought to the head office, and the title thereof, with the number of sheets, and the duty shall be entered, which duty shall be paid to the re ceiver general, who shall give a receipt for the same, on such printed copy, or the same shall be stamped to denote the pay ment of the duty; and one printed copy of every such pam phlet, printed or published in any other part of Great Britain, shall, within 14 days after the printing, be brought to some head collector of the stamp duties, who is required to enter the title thereof, with the number of sheets, and the duty hereby charged, which duty shall be thereupon paid to such collector, who shall give a receipt for the same on such copy. 10 Ann.

And if any such pamphlet, containing more than one sheet, shall be printed or published, and the duty not paid, and the title registered, and one copy stamped where required, within the times before limited, the author, printer, and publisher, shall lose all property therein, and every person concerned in the printing or publishing thereof shall forfeit 20%. with costs. s. 11:

And no person shall sell, or expose to sale, any such pam phlet without the name and place of abode of some known per son by or for whom the same was really printed or published, thereupon, on pain that every person offending herein shall forfeit 201. with costs. s. 113.

The penalties shall be divided, one moiety to the king, and the other, with costs, to such as shall sue for the same in any court at Westminster. 10 Ann. c. 19. s. 119.

Plate. And for every ounce troy of all silver plate, (except watch cases, chains, necklace, beads, lockets,philigree work,shirt buckles or broaches, stamped medals, spouts to china stands, or earthenware tea pots, of silver of any weight, and tipping swages or mounts, not exceeding 10 dwts. of silver each, and not being necks or collars for casters, cruets or glasses, appertaining to any sort of stands or frames and wares of silver not weighing 5 dwts. each, not being necks, collars, and tops for casters, cruets or glasses, button-studs, wrought seals, blank seals, bottle-sockets, shoe-clasps, boxes, salt spoons, salt ladles, tea-spoons, teastrainers, caddy ladles, buckles, and pieces of garnish, cabinets or knife cases, or tea-chests, or bridles, or stands, or frames) 013 And persons receiving the duty on gold plate or silver plate. shall be allowed 21. 10s. per cent. 44 Geo. 3. c. 98. Which duties are to be paid by the makers or workers thereof, at the assay-offices, and to be under the management of the commissioners of stamps. 24 Geo. 3, s. 2. c. 53, s. 1, 2, 3.

And no person whatsoever, making or selling, trading or dealing in gold or silver wares, shall sell, exchange or expose to sale, in Great Britain, any gold or silver vessel, plate, or manufacture of gold or silver, which is required to be stamped, or export the same, until such time as such manufacture shall be marked with the new mark, which is directed by this act to be set thercon by the assay-officer to denote that the duty is paid, upon pain to forfeit 50%. one moiety to the king, and the other, with costs, to the person who shall inform in any court at Westminster: and for default of paying down the money on conviction, such offender shall be committed by the court in which judgment shall be given, to the house of correction for not exceeding one year, nor less than six months, or until payment be made of the forfeiture; and also upon pain that such manufacture of gold and silver, sold, exchanged, or exposed to sale, without having the mark thereon as directed, shall be forfeited, one moiety to the king, aud the other to such person who shall sue. s. 8.

Policy of Assurance, or insurance for insuring any ships, goods, or merchandize, or any other property or interest, whereon insurances may be made for any voyage to or from any part of the united king dom, or the islands of Guernsey, Jersey, Alderney, Sark, or Man, to any other part or place therein, where the premium shall not exceed 20s. per cent. that is to say, where the sum to be insured shall amount to one hundred pounds

and so progressively for every

any horse, mare, or gelding for the purpose of travelling post, by the mile, or from stage to stage, or who being a person usually letting horses to hire who shall let to hire for a day or any less period of time than 28 successive days, any horse, 'mare, or gelding, for drawing any coach or other carriage used in travelling post, shall annually take out a licence for that purpose, to be granted by two commissioners of the stamp duties, or some person authorized by them, and renewed annually ten days before the expiration thereof. 8. 4, 7.

8. 15.

That is to say, for every horse, mare, or gelding, hired by the mile or stage, to be used in travelling; for every mile such horse, mare, or gelding shall be hired to travel. 44 Geo. 3. c. 98. 00 14 -If hired for any less period of time than 28 successive days, for drawing on any public road, any coach, or other car. riage, used in travelling post, or otherwise, if the distance at the time of hiring be ascertained; for every mile 0014

And every licensed person shail, at the time he receives pay. ment of the duty, deliver the stamp-office tickets, to which be shall add, if an innkeeper, the name of his sign if not an innkeeper, his name, and where he resides: and the or house; and name of the place to which such horses may be hired to go; and if to London, the name of the street, square or place in London; and in words or figures the month, and day of the month, and the number of miles for which such horses are hired; and if he shall neglect to demand and receive the duty, or to deliver the ticket, filled up, he shall forfeit 107.; and moreover, in case of not receiving the duty, be chargeable therewith, in the same manner as if he had actually received the same.

s. 15.

And every traveller to whom such tickets shall be delivered, if he pass through any turnpike, shall, at the first at which any toll shall be collected, through which he shall pass, deliver to the toll-gate keeper there, the ticket given to him, which the toll-gate keeper is to demand, and file ; and if any traveller going post, shall have neglected to take such ticket, or shall not deliver the same, properly filled up, he shall, before such horses pass through such turnpike, pay for every horse Is. 9d. which the gate-keeper is to demand, and not permit such horses to pass till he shall have paid the same, or produced such ticket.

S. 16.

And no traveller shall be compelled to pay for a greater num ber of miles than shall be expressed upon the ticket; and if any postmaster shall insert therein the name of any other place than than expressed the place to which the horses shall be hired to go, or shall fill up a less number of miles than the number charged to such traveller, he shall forfeit 107.; and the commissioners may if they think fit, after conviction, refuse to grant him any licence in future. s. 17.
