And before any vessel shall be cleared out for Great Britain, from any port in foreign parts, belonging to the crown of Great Britain, the master shall deliver the manifest to the collector or chief officer of customs,or principal officer or magistrate resident at such place(or if it is in the East Indies to the person who shall deliver the last dispatches for each ship bound for Great Britain. or in China,to the company's super-cargo there. 2 Geo. 3. c. 32. s. 11) who shall cause a duplicate thereof to be made, and indorseupon the original manifest his name, with the day and year on: which the same was produced, and then return the original to the master; and such officer at the clearing of the vessel; shall immediately transmit the said duplicate under his hand and scal, to the collector and comptroller of customs at the port in Great Britain, to which the goods are consigned. s. 3.

And by 5 Geo. 3. c. 43, all goods whatsoever, found con goods found, cealed in any package, or amongst any of the goods contained therein, at any time after the same shall have been sent to his majesty's store-house as aforesaid, and which shall not have been, within twenty days after the first entry of the ship, duly entered, and the customs and other duties paid or secured; or which shall be found concealed in any package, or inclosed in any of the goods therein contained, which shall be brought on shore by special sufferance, or order from the commissioners or principal officers of customs, at the application of the proprie. tor, and shall not be particularly specified in such application, the same shall be forfeited, and may be seized and prosecuted by any officer of customs. s. 1.

And by 27 Geo. 3. c. 32, when the master shall report any bales, casks, cases, trunks, parcels, or other packages whatever, for exportation, whether the contents of such bales shall be mentioned in such report or not, it shall be lawful for any officer of customs to open such bales, and examine the contents thereof, or to bring them on shore to his majesty's warehouse for the port where such report is made, if necessary; and such officer shall be indemnified in so doing; but this act shall not extend to any vessel coming from Asia, Africa, or America.

s. 10.

And by 26 Geo. 3. c. 40, every master of any vessel, besels on arrival longing in the whole or in part to subjects, and bound to any leagues of the port in Great Britain, shall, on his arrival within four leagues of the coast, upon demand, produce such manifest to such officer of customs as shall first come on board his vessel, and deliver to him a true copy thereof (which copy shall be provided and subscribed by the master); the production of which manifest, and the delivery of such copy thereof, shall be certified by

the officer upon the back of the original manifest; and such officer is to transmit the said copy to the collector and comptroller of that port: but nothing herein shall require of such master, the delivery of more than one copy to the officer who shall first come on board, within four leagues of the coast, and to none other who shall afterwards come on board, within the distance aforesaid; and one other copy to such officer as shall first come on board within the limits of any port in Greut Britain, and to none other who shall afterwards come on board within such limits, if such master shall produce to suck officer his manifest certificate on the back thereof; and if any manifest contain an account of goods not there to be landed, but consigned to some other port, then the collector and comp. troller shall certify upon such manifest, under their hands, such part of the cargo as shall there have been delivered, and shall then deliver back the original manifest to the master'; 'and so as often as the case shall require, until the vessel arrive at her last port of discharge. s. 6.

And in case any goods shall from necessity, be taken on board, after suck manifest shall have been attested as before directed, the master shall make out and sign a separate manifest of all such goods, which shall be subject to the same provisions as other manifests; and in such case the penalties, with respect to goods imported without a manifest, shall not be incurred, if the necessity of taking such goods on board shall be made appear to the satisfaction of the commissioners. Ibid.

[that is to say, first to be applied to the payment of the freight, primage, 'warehouse room, and other charges, next the customis, and the overplus to the proprietor.' 12 Ann. č. 8. s. 11. ] provided nothing herein shall extend to the selling of any goods which may by law. be entered and warehoused, upon bond being given for the whole of the duties due thereon. s. 14.
