For paying off and difcharging the Exchequer bills made out by virtue of an act, paffed in the laft feffion of parliament, intitled, "An act for enabling his Majefty to raise the fum of one million, for the ufes and purposes therein mentioned," and charged on the firft aids to be granted in this feffion of parliament

For paying off and discharging the Exchequer bills made out by virtue of an act, paffed in the last feffion of parliament, intitled, "An act for railing a certain fum of money by loans or Exchequer bills, for the service of the year 1779," and charged on the first aids to be granted in this fethion of parliament

3. For paying off and difcharging the Exchequer bills made out by virtue of an act, paffed in the laft feffion of parliament, intitled, "An act for raifing a further fum of money, by loans or Exchequer bills, for the fervice of the year 1779"

WAYS and MEANS for raifing the above Supplies, granted to his Majefty, for the Service of the Year 1780.

DECEMBER 4, 1779.

1. That the fum of four fhillings in the pound, and no more, be raised within the space of one year, from the twenty-fifth day of March, one thoufand feven hundred and eighty, upon lands, tenements, hereditaments, penfions, offices, and perfonal eftates, in that part of Great Britain called England, Wales, and the town of Berwick upon Tweed: and that a proportionable cefs, according to the ninth article of the treaty of union, be laid upon that part of Great Britain called Scotland

2. That the duties upon malt, mum, cyder, and perry, which, by an act of parliament of the nineteenth year of his prefent Majefty's reign, have continuance to the twenty-fourth day of June, one thoufand seven hundred and eighty, be further continued, and charged upon all malt which fhall be made, and all mum which fhall be made or imported, and all cyder and perry which fhall be made for fale, within the kingdom of Great Britain, from the twenty-third day of June, one thoufand feven hundred and eighty, to the twenty-fourth day of June, one thousand seven hundred and eighty-one

MARCH 7, 1780.

That towards raifing the fupply granted to his Majefty, the fum of twelve millions be raised by an

nuities, and the further fum of four hundred and eighty thousand pounds by a lottery, in manner following; that is to fay,

That every contributor towards raising the said fum of twelve millions fhall, for every one hundred pounds contributed and paid, be entitled to an annuity of four pounds, to continue for a certain term of seven years and one quarter, to commence from the fifth day of January, one thoufand feven hundred and eighty, fubject to redemption by parliament after the expiration of the faid term, and not fooner; and also be entitled, in respect of every fuch one hundred pounds fo contributed, to a further annuity of one pound fixteen fhillings and three-pence, to continue for a certain term of eighty years, from the faid fifth day of January, one thousand feven hundred and eighty, and then to cease: the faid annuity of four pounds to be paid at the Bank of England, for one quarter of a year from the faid fifth day of January, one thousand seven hundred and eighty, to the fifth day of April following, and from that time fhall be added to, and made one joint ftock with, certain annuities, after the rate of four pounds per centum per annum, which were established by an act of the feventeenth year of the reign of his prefent Majefty, and from thenceforth fhall be paid and payable at the Bank of England, on the 10th day of October, and the fifth day of April, in every year: and the faid annuity of one pound fixteen fhillings and three-pence per centum, to be payable in respect of every one hundred pounds to be contributed as aforefaid, fhall be added to, and made one joint stock with, certain annuities payable at the Bank of England, which were granted for ninety-nine and ninetyeight years, and were confolidated and made one joint ftock by an act of the fourth year of the reign of his faid prefent Majefty, and thall be paid and payable half yearly at the Bank of England, on the fifth day of July, and the fifth day of January, in every

year:

That the faid annuities, fo to be payable on the faid twelve millions, fhall be charged, and chargeable upon, and payable out of, a fund to be eftablished in this fetion of parliament for payment thereof, and for which the finking fund fhall be a collateral fecurity:

That every contributor towards raising the said fum of twelve millions fhall, for every one thousand

pounds contributed, be entitled to four tickets, in a lottery to confift of forty-eight thousand tickets, amounting to four hundred and eighty thousand pounds, upon payment of the further fum of ten pounds for each ticket, the faid four hundred and eighty thousand pounds to be diftributed into prizes, for the benefit of the proprietors of the fortunate tickets in the faid lottery, which fhall be paid in money at the Bank of England to fuch proprietors, upon demand, as foon after the first day of March, one thousand seven hundred and eighty-one, as certificates can be prepared, without any deduction whatsoever :

That every contributor fhall, on or before the eleventh day of this inftant March, make a deposit of fifteen pounds per centum on fuch fum as he or the fhall chufe to fubfcribe towards raifing the faid fum of twelve millions, with the chief cafhier or cashiers of the governor and company of the Bank of England; and alfo, a depofit of fifteen pounds per centum with the faid cashier or cafbiers, in part of the monies to be contributed towards raifing the faid fum of four hundred and eighty thousand pounds by a lottery, as a fecurity for making the future payments refpectively, on or before the days or times hereinafter limited; that is to say,

On £. 12,000,000 to be raised by annuities, £. 10 per centum on or before the 28th day of April next. L. 10 per centum on or before the 26th day of May next. L. 10 per centum on or before the 23d day of June next. L. 10 per centum on or before the 28th day of July next. L. 15 per centum on or before the 29th day of August next. L. 10 per centum on or before the 26th day of September next. L. 10 per centum on or before the 24th day of October next. L. 10 per centum on or before the 24th day of November next, On the lottery for £. 480,000.

.. 10 per centum on or before the 1.th day of May next. £25 per centum on or before the 14th day of July next. L. 20 per centum on or before the 12th day of September next, L. 20 per centum on or before the 10th day of October next. That all the monies fo to be received by the said chief cafhier or cafhiers of the governor and company of the Bank of England fhall be paid into the receipt of the Exchequer, to be applied from time to time to fuch fervices as fhall then have been voted by this House in this feffion of parliament :

That every contributor who fhall pay in the whole of his or her contribution money towards the fum of

twelve millions, to be contributed for annuities as aforefaid, at any time before the twenty-third day of October next, or on account of his or her share in the faid lottery, on or before the eleventh day of September next, fhall be allowed an interest by way of discount, after the rate of three pounds per Centum per Annum, on the fum fo compleating his or her contribution refpectively, to be computed from the day of compleating the fame to the twentyfourth day of November next, in regard to the fum to be paid for the faid annuities, and to the tenth day of October next, in respect of the fum to be paid on account of the faid lottery; and that all fuch perfons as fhall make their full payments on the faid lottery fhall have their tickets delivered as foon as they can conveniently be made out

APRIL 13.

1. That, towards raifing the fupply granted to his majefty, there be iffued and applied the fum of fix hundred and fifty thousand four hundred and fifty-feven pounds, eighteen fhillings, and one farthing, remaining in the receipt of the Exchequer on the 5th day of April, 1780, for the difpofition of parliament, of the monies which had then arisen of the furpluffes, exceffes, or overplus monies, and other revenues, compofing the fund commonly called the finking fund

2. That, towards raifing the fupply granted to his majesty, there be applied the fum of 25,560 pounds remaining in the receipt of the Exchequer on the 5th day of April, of the deduction of fixpence in the pound out of all monies paid upon all falaries, penfions and annuities, and other payments from the crown

3. That, towards raifing the fupply granted to his majefty, there be applied the fum of three thoufand feven hundred fixty-one pounds thirteen fhil-/ lings and four-pence half penny, remaining in the receipt of the Exchequer on the fifth day of April, one thoufand feven hundred and eighty, fubject to the difpofition of parliament, exclufive of the furplus monies then remaining of the finking fund

MAY 18.

That, towards raifing the fupply granted to his majefty, the fum of one million five hundred thoufand pounds be raifed by loans or Exchequer bills, to be charged upon the first aids to be granted in the next feflion of parliament; fuch Exchequer bills, if
