XXI, And be it further enacted by the authority aforefaid, Where postThat all and every postmaster, innkeeper, or other perfon, fo mafters, &c. licensed as aforefaid, not refiding in the cities of London and reiding out of Westminster, nor within the bills of mortality, fhall, at the times mortality, are and at the places to be mentioned at the foot of the first licence to attend and granted to him, her, or them, when the fame fhall be delivered, pafs their acand afterwards at the foot of every receipt which fhall be given by the collector for the money paid in by him, her, or them, on account of the said duties, attend, and there deliver in and pass his account, and pay the duty received by him, her, or them, as aforefaid, to the collector fo appointed to collect the fame: provided that no such person as aforefaid fhall be compelled to travel for the payment of the said duties, or other caufes whatfoever touching or concerning the fame, if he, fhe, or they live in a market-town, out of the said town, or if he, she, or they live out of a market-town, then to no other place than to the market-town nearest to his, her, or their habitation. And be it further enacted by the authority aforefaid, That, from and after the fifth day of July, one thousand seven hundred and seventy nine, no perfon who fhall keep any fourwheeled chaise, or other machine, commonly called a diligence or post-coach, or by what name foever fuch carriage or carriages now are or hereafter fhall be called or known, for the purpose of conveying, in the infide thereof, any number of paffengers, not exceeding four, for hire, from stage to ftage, or from place to place, fhall let out the fame for fuch purpose, without having first obtained a licence under the hands of two of the faid commiffioners for managing the duties on ftamped vellum, parchment, and paper, for that purpofe, upon pain to forfeit, for every time fuch machine fhall be fo ufed, the fum of five pounds, to be recovered and applied as herein-after is directed. XXVI. And be it further enacted by the authority aforefaid, That, from and after the paffing of this act, any two or more of his Majefty's commiffioners appointed for managing the duties arifing by ftamps on vellum, parchment, or paper, or fome perfon duly authorifed by them, fhall grant licences, under their hands and feals, to any perfon or perfons who fhall apply for the fame, to let out for hire any fuch diligence, or other carriage, for the purpose aforesaid, for the space of one year, to commence from the fifth day of July, one thousand seven hundred and feventy-nine, upon all licences to be granted on or before that day; and upon licences to be first granted to any perfon or persons after the said fifth day of July, one thousand seven hundred and seventy-nine, to commence from the day of the date of such licence; which faid licence (hall be renewed at least ten days previous to the expiration of the year for which it was granted; and if the perfon or perfons fo licensed fhall continue to to let out for hire fuch machine, diligence, or carriage, as afore- XXVII.
