come due. What certificate neceffary when the nominee refides in Eng-
land or Wales. What certificate neceffary when the nominee refides in
Scotland or Ireland; or in parts beyond the feas. Penalty on perions re-
ceiving a half yearly payment for any time after the death of their nomi-
nee.. Contributors, within a month after notice of the death of their no-
nince, to certify the fame to the auditor of the exchequer, etc. on penalty
of 101, Annuities to be tax-free. Cominiffioners of the treasury, on re-
ceiving a proper certificate from the chief baron, etc. of the exchequer,
may caule new orders to be made in lieu of fuch as fhall be loft, burnt, etc.
or defaced, or incumbered with affignments. Clause for preventing frauds
relating to standing orders, etc. Offenders to fuffer death as felons.

transfer, etc. Penalty on officers of the exchequer who shall demand any
fuch fee, or milapply the monies, etc. Officers, in certain cafes, not to
incur any penalty for making wrong payments. If the fund to be cíta-
blished for payment of the annuities fhouid prove infufficient, the defici-
ency to be fupplied out of the finking fund; which monies fhall be replaced
out of the next fupplies. If the fund shall be more than fufficient to pay
the annuities, the furplus to be referved for the difpofition of parliament.
Managers and directors of the lottery to be appointed by the treasury.
Method of the lottery books. Ticket. Managers to examine the books
with the tickets, and deliver them to the cashiers of the bank, taking a
receipt for the fame. Cashiers to return the books, with the undifpofed
tickets, with an account of monies paid in. Undifpofed tickets to be
delivered into the exchequer. Tickets of the middle columns to be rolled
up, and fastened with thread or filk; and cut off indentwife into a box
marked with the letter (A). Box to be locked up, and sealed. Books to
be prepared with two columns, on each of which 48,000 tickets are to be
printed. The number and value of the fortunate tickets. 1000l. to each

first drawn ticket of the first ro days, and roool. to the last drawn. Tickets
of the last-mentioned book to be rolled up and tied. Publick
notice to be given of putting the tickets into the boxes. Lottery to
begin drawing on Nov. 16, 1778. Method to be obferved in drawing,
etc. Number of the fortunate tickets, and the fums to be printed.
Disputes to be adjusted by the managers. Penalty on forging tickets,
&c. Felony. Offenders, not in prifon, difcovering pertons guilty, to
receive a pardon, and sol. reward. Provifo. Managers' to be worn.
The oath. Cashier may receive the fums fubfcribed, before receiving the
lottery book, giving a note for the fame; which hall intitle the bearer to a
ticket tor every 101. fo paid. Contributors not making good their pay-
ments within the times limited, forfeit their depofits with refpect to the
lottery; and the tickets for fuch fums to be delivered into the exchequer.
Commiffioners of the treafury may reward the managers, etc. as they hall
think fit. Limitation of the fale of chances, &c. Penalty. Office keepers,
&c. felling fhares in tickets of which they are not poffeffed, forfeit 500l.
and fuffer 3 months imprisonment. After April 28, 1778, no perfon to
keep a lottery-office without a licence. Each licence to colt 50 l. and shall
be granted under the hands and feals of two managers. Licence to fet
forth the name of the perfon taking out the fame, etc. and to continue in
force for one year. Perfons keeping any office contrary to this act, to
forfeit 100l. Produce of the duty on licences to be applied towards de-
fraying the expences of the lottery. No perfon to fell any fhare of a ticket
lefs than a fixteenth, on penalty of 50l. Penalty on perfons promifing to
pay any money upon any chance relating to the drawing of the lottery,
contrary to this act. No business to be transacted at any lottery office
after eight in the evening. Exception. Two juftices may fummon offen-
ders against this act, and, on proof of the offence, convict them in penal-
ties, etc. If penalties are not immediately paid, they may be levied by
diftrefs. On failure of distress, offender to be committed. Any perfon
forging a licence, fhall forfeit 500l. etc. Commiffioners of the treasury
to establish an office in London, and to appoint a person to conduct the
business thereof; with whom all tickets, before they are divided into
fhares, fhall be depofited. All fhares to be ftamped by the officer, who

fhall give a receipt for every ticket depofited with him. Form of receipt. All tickets depotited in the office, to remain there three days after drawing. The numbers of all tickets depofited in the office to be entered in a book, with the names of the owners, and the number of fhares into which they are divided. 2 d. for each fhare to be paid to the officer on depofiting tickets in the office; who fhall therewith pay all expences incident to the office. Penalty on felling any fhare of a ticket without a stamp. Application thereof. Penalty on forging or altering receipts, or uttering the fame with a fraudulent intention. No perfon fhall keep any office for the fale of tickets, etc. in Oxford or Cambridge, on penalty of 201. Offenders may be profecuted in the vice-chancellor's court. Forfeitures may be levied by distress, etc. Proceeding not to be removed by Certiorari, until fufficient furety is given to profecute the fame with effect, etc. This act not to prejudice the privileges and jurifdictions of the mayor, etc. of Oxford. Offences committed in Ireland against British acts for preventing unlawful lotteries, made punishable: Penalties may be sued for in Dublin. The 480,000l. for the payment of the fortunate tickets, to be charged on any supplies granted this feflion; and fhall be paid to the proprietors, without any deduction, on March 1, 1779, etc. Manages to give notice of the times for exchanging tickets for certificates. Certificates to be numbered, etc. and figned, etc. No fee to be taken for receiving or pay ing the contribution-monies, or for any receipts, etc. on penalty of 201 General iffue. Treble cofts.

An act for appointing commiffioners to put in execution an act of this sesfion of parliament, intituled, An act for granting an aid to his Majefly by a land tax, to be raised in Great Britain, for the fervice of the year one thousand Jeven hundred and seventy-eight, together with thofe named in two former acts for appointing commiffioners of the land tax.

CA P. XXIV.

An act for allowing the re-importation of unmanufactured tobacco from foreign parts, although the fame may have been fold abroad; and the importation of tobacco the growth and product of the island of Dominica, under certain regulations and reftrictions.

HEREAS tobacco, and other foreign goods, exported from Great Britain to Holland, and other foreign parts of Europe, are frequently returned from thence for want of a market abroad, and are permitted to be entered in this kingdom, at the fame ports from whence they were fo exported, upon the proprietors proving the identity of the goods foreturned, and that the property has not been changed fince the exportation thereof: and whereas it is expedient to permit, for a limited time, unmanufactured tobacco fo exported to be returned into any port within this kingdom, although the fame may have been fold abroad; be it therefore enacted by the King's most excellent majesty, by and with the advice and confent of the lords fpiritual and temporal, and commons, in this present parliament Unmanufac- affembled, and by the authority of the fame, That, from and tured tobacco after the thirteenth day of April, one thoufand feven hundred exported from and feventy-eight, and until the first day of March, one thouGreat Britain fand feven hundred and feventy-nine, and from thence to the may be re-imported, during end of the then next feffion of parliament, any unmanufactured alimited time: tobacco, which fhall have been or may be exported from any port in Great Britain to any foreign parts in Europe, may be

III. And whereas, by an act made in the fixth year of the reign Preamble; of his prefent Majefty, (intituled, An act for opening and efta- reciting an blishing certain ports in the islands of Jamaica and Dominica, A& 6 Geo j for the more free importation and exportation of certain goods. and merchandizes; for granting certain duties to defray the expences of opening, maintaining, fecuring, and improving, fuch ports; for afcertaining the duties to be paid upon the importation of goods from the faid ifland of Dominica into this kingdom; and for fecuring the duties upon goods imported from the faid ifland into any other British colony,) it is amongst other things enated, That all goods and commodities of American produce which fhall be imported into Great Britain, (except fuch quantities of fugar and rum as fhall be imported by certificate, as therein after is mentioned) fhall be deemed and taken to be goods and commodities of the growth, produce, or manufacture of foreign colonies or plantations, and fhall be liable to the fame duties, regulations, and refirictions, penalties and forfeitures, in all refpects as the like goods of the growth, produce or manufacture of any French colony or plantation would be liable to by law and whereas, in order to encourage the growth of

tobacco in the faid ifland of Dominica, it is expedient to permit the importation of it from thence into this kingdom, under the like limitations and refrictions as fugar and rum may, by the faid recited act, be imported from thence; be it therefore enacted by the authority. Tobacco the aforefaid That, from and after the paffing of this act, any toproduct of bacco, being the growth and product of the faid ifland of DoDominica, minica, may be imported from thence into Great Britain, under may be imported into certificate, in like manner, and under fuch regulations and reGreat Britain, ftrictions, as fugar and rum, the growth and produce of the faid under fuch ifland, are allowed, by the faid recited act of the fixth year of restrictions as his Majefty's reign, to be imported into Great Britain; and fuch fugar and rum tobacco shall be liable to the fame duties, and in all other refpects fubject to the like rules, regulations, reftrictions, fecurities, penalties, and forfeitures, and entitled to the fame drawbacks and allowances, as tobacco, the growth and produce of the British colonies or plantations in America, are fubject and liable to by law, any thing in the faid recited act, or any other act, to the contrary notwithstanding.

IV. And whereas a parcel of tobacco hath been lately imported into the port of London, from the faid ifland of Dominica, and is now fecured under the joint locks of his Majesty and the proprietor, in a warehouse in that port; and it is reafonable that the importer of fuch tobacco fhould receive the benefit intended by this at, be it therefore further enacted by the authority aforefaid, That it shall and may be lawful for the commiffioners of his Majefty's customs, or any four of them, to order the faid tobacco to be delivered to the importer thereof, upon payment of the like duties, under the like rules and regulations as tobacco of the growth of the Briti colonies ar plantations in America is fubject and liable to, provided it fhall be made appear to them, by the oath of the importer or otherwife, to their fatisfaction, that fuch tobacco was really and truly the growth and produce of the said island of Dominica.

CA P. XXV.

An act for allowing corn, grain, and flour, imported into the ports of Portsmouth, Sandwich, Chichester, and Chefter, to be landed without payment of the duties, under the like restrictions as corn, grain, and flour, is allowed to be landed at the feveral ports mentioned in an act, made in the thirteenth year of the reign of his prefent Majefty, intituled, An act to regulate the importation. and exportation of corn.

HEREAS by an act, made in the thirteenth year of the reign of his prefent Majesty, (intituled, An act to regulate the importation and exportation of corn) it is enacted, That in cafe any wheat, or wheat flour, rye, pease, beans, barley, beer, bigg, or oats, fhall be imported into any or either of the ports in the faid act particularly mentioned, at any time when the duties not repealed by the faid at fhall be due and payable for fuch fpecies of corn, grain, or flour, refpectively, the fame, upon due entry thereof, may be forthwith landed
