By chapter 54, section 1, of the laws of 1984:
For payment of the state share of the cost of improvements to the

south Brooklyn marine terminal pursuant to the provisions of the rebuild New York through transportation infrastructure renewal bond

act of 1983. The director of the budget shall not issue a certificate of approval

of availability for any moneys herein authorized until the city of New York has entered into a written agreement with the New York state department of transportation to make available an amount equal to fifty percent of the total project cost (including upland improvements, pier extentions and improvements) and a schedule for annual city and state participation in

in the funding of the south Brooklyn marine terminal. A copy of such

agreement shall be submitted to the chairman of the senate finance committee and the chairman of the assembly ways and

means committee. Notwithstanding any other provision of law no more than eight million

dollars, shall be allocated by the director of the budget prior to April first, nineteen hundred eighty-five (17298444)

PORT DEVELOPMENT PLANNING (CCP)

Master Plan Purpose

By chapter 54, section 1, of the laws of 1984: For the cost of preparation of a master plan for the Albany Port District Commission. Such master plan

plan should provide guidance on potential markets for the port; specific construction projects that should be undertaken; and the methods

By chapter 779, section 11, of the laws of 1978, as amended by chapter

54, section 3, of the laws of 1982, and as reappropriated by chapter

54, section 3, of the laws of 1984, for: The of seven million eight hundred thousand dollars ( $ 7,800,000)

or so much thereof as may be necessary is hereby appropriated from the capital projects fund to the department of transportation for the costs, including apportionments to other state departments and agencies, public or municipal corporations, authorities or commissions, of operations made necessary by the leaching of

leaching of chemicals from the Love Canal disposal site in the City of Niagara Falls and the resulting contamination of property in the area. Such costs may include, but not necessarily be limited to, the acquisition of property; construction; the temporary relocation of residents, including rental costs, moving expenses, and transportation; provisions for the evacuation and safety of area residents and workmen; medical examinations and testing; contractual services; equipment;

and all other appurtenant and emergency work. Notwithstanding the provisions of any other general or special law

this appropriation shall be available for the costs of personal ser

vices and expenses for the purposes herein specified. Notwithstanding the provisions of the environmental conservation law, the public buildings law, the state finance law or any other general

special law, with respect to any construction, reconstruction or improvements undertaken pursuant to this appropriation, the director of the budget may authorize special procedures for awarding contracts whenever he determines that such procedures are necessary in

order to assure timely completion of the work. The commissioner of transportation shall cause all reasonable steps to

be taken to secure federal and/or any other public or private sistance for the purposes authorized in this appropriation. Any and all assistance received for such projects shall be used exclusively for the purposes herein authorized and the state payment for each such project shall be reduced by an amount equal to the assistance received. In the event that assistance is received after the costs have been met from this appropriation, such assistance shall be paid to the state to the credit of the capital projects fund in reimbursement for a portion of the state expenditures undertaken from

this appropriation. Notwithstanding the provisions of subdivision two of section forty-a

of the state finance law, or any general or special law, the moneys hereby appropriated shall be available upon the issuance of a certificate of approval of availability by the director of the budget, and a copy of such certificate shall be filed with the state comptroller, the chairman the senate finance committee and the chairman of the assembly ways and means committee.
