For the state share of the cost, including the acquisition of property, of other federal aid highway capital projects including those authorized under the Appalachian regional development program. For the preparation of designs, plans, specifications, and estimates, for the acquisition of property, and, notwithstanding the provisions of any other general or special law, for the construction, reconstruction, replacement or improvement of canal bridges which do not lie on designated state highways but for which the responsibility for reconstruction, improvement, maintenance and repair is vested in the Department of Transportation pursuant to the provisions of section 62 of the canal law.

For study projects in connection with any of the programs herein authorized with or without the cooperation or participation of the federal Department of Transportation.

This appropriation is in accordance with the following schedule. The amounts indicated in the schedule are estimates and generally are inclusive of construction, land acquisition, and design and construction supervision undertaken in accordance with section fourteen of the transportation law. Except as otherwise provided herein, no expenditures shall be made from this appropriation for services and expenses other than for costs of consulting services, nor for the non-federal shares of projects which are not on state highways or state arterial highways (00659811)... .(re. $11,316,000)

The appropriation made by chapter 54, section 1, of the laws of 1979, as amended by chapter 312, section 13, of the laws of 1979, and as reappropriated by chapter 54, section 3, of the laws of 1984, is hereby amended and reappropriated to read as follows:

The preparation of designs, plans, specifications and estimates, for the acquisition of property and, notwithstanding the provisions of any other general or special law, for the construction, reconstruction or improvement with or without federal aid of state highways and state arterial highways as designated by articles XII and XII-B of the highway law including work made necessary by, and appurtenant, adjunctive, and ancillary thereto.

For the state share of the cost, including preliminary engineering and the acquisition of property, of construction, reconstruction and improvement with federal aid of the principal secondary and feeder town and county roads including farm-to-market, rural free delivery mail, and public school bus routes and structures thereon. For the state share of the cost, including preliminary engineering and the acquisition of property, of of highway-oriented transportation. projects on state highways and state arterial highways including parking facilities and appurtenances, access roads and ramps, and bus signaling mechanisms, as authorized by the Federal Aid Highway Act of 1973 or by the Urban Mass Transportation Act of 1964 as amended.

GEDDES TOLL PLAZA

Dewey Thruway in the town of Geddes in Onondaga County, including the cost of the acquisition of property therefor, and including other work appurtenant and ancillary thereto.

SWEET HOME ROAD EXTENSION

chapter 54, section 1, of the laws of 1982, and chapter 54, section 3, of the laws of 1984:

For payment of the State's share of the cost of construction and relocation with or without federal aid, including the cost of acquisition of property, of the Sweet Home Road Extension between Maple Road and Rensch Road in the vicinity of the Amherst Campus of the State University of New York at Buffalo. For the payment, subject to the approval of the director of the budget, of private engineers, architects and consultants, or firms practicing such professions in accordance with section fourteen of the transportation law, for payment of obligations incurred prior to the first day of April, 1982, including the costs of preparation of environmental impact statements, the costs of the collection and compilation of data as prerequisite for public hearings for the project, and including apportionments to other state departments and agencies for the purposes herein authorized. This appropriation is made to enable the department to implement such reconstruction expeditiously to permit the timely programmed development of the facilities of the Amherst campus of the State University and to improve access to the State University of New York at Buffalo Amherst campus and the Audubon New Community in the town of Amherst via the proposed Sweet Home Road Extension. In the event the department's efforts to secure federal approval of the project herein authorized are successful, the federal share of this project may be paid from the appropriate federal aid category of the appropriation for the share of the federal government, and the authorization herein contained shall be reduced by an amount equal to the amount of federal aid so provided (02178811)

COURT OF CLAIMS

The appropriation made made by chapter 54, section 1, of the laws of 1982, and chapter 54, section 3, of the laws of 1984, and as supplemented by certificate of transfer issued pursuant to the provisions of section 93, of the state finance law, as amended, is hereby amended and reappropriated to read:

For the payment of awards granted by the court of claims for property acquired in prior years without federal aid for highway purposes other than reconditioning and preservation. This appropriation shall be available for the payment of liabilities incurred prior
