No portion of this appropriation shall be available until the commis

sioner of the office of general services has entered into a written agreement with the director of the division of the budget providing for repayment of all expenditures from this appropriation from the Supply Support System Revolving Fund. Such repayment is authorized by this chapter notwithstanding any other provision of law, rule or regulation to the contrary. The repayment agreement shall include a repayment schedule and a copy of such agreement shall be filed with
