By chapter 54, section 1, of the laws of 1975, as amended by chapter 54, section 3, of the laws of 1982, and as reappropriated by chapter 54, section 3, of the laws of 1984, as supplemented by certificate of transfer issued pursuant to the provisions of section 93, of the state finance law, as amended, for:

The state share of the cost of municipal air quality improvement projects, including the payment of liabilities incurred prior to April 1, 1975, in accordance with the following schedule and with the provisions of title five of article fifty-one of the environmental conservation law, including costs incidental and appurtenant thereto, hereinafter referred to as "Municipal Air Quality Improvement Disbursements."

Notwithstanding the provisions of any general or special law, the moneys hereby appropriated shall be available for municipal air quality improvement disbursements for approved municipal air quality improvement projects as provided by section 51-0505 of the mental conservation law upon the issuance of a certificate of approval of availability by the director of the division of the budget.

Provided, however, and notwithstanding the foregoing provisions of this section, no municipal air quality improvement project shall approved unless the commissioner shall certify to the director of the division of the budget that the said project is consistent with existing or planned solid waste management projects.

The

state comptroller shall at the commencement of each month certify to the director of the division of the budget, the commissioner of environmental conservation, the chairman of the senate finance committee, and the chairman of the assembly ways and means committee the amounts disbursed from this appropriation for Municipal Air Quality Improvement Disbursements for the month preceding such cer

Notwithstanding the provisions of any general or special law, the moneys hereby appropriated shall be available for municipal air quality improvement disbursements for approved municipal air quality improvement projects as provided by section 51-0505 of the environmental conservation law upon the issuance of a certificate of approval of availability by the director of the division of the budget.

By chapter 673, section 4, of the laws of 1973, as amended by chapter 54, section 3, of the laws of 1983, and as reappropriated by chapter 54, section 3, of the laws of 1984, for:

The state share of the cost of municipal air quality improvement projects in accordance with the following schedule and with the provisions of title five of article fifty-one of the environmental conservation law, including costs incidental and appurtenant thereto, hereinafter referred to as "Municipal Air Air Quality Improvement Disbursements." Notwithstanding the provisions of any general or special law, the moneys hereby appropriated shall be available for municipal air quality improvement disbursements for approved municipal air quality improvement projects as provided by section 51-0505 of the environmental conservation law upon the issuance of a certificate of approval of availability by the director of of the division of the budget. Provided, however, and notwithstanding the foregoing provisions of this section, no municipal air quality improvement project shall be approved unless the commissioner shall certify to the director of the division of the budget that the said project is consistent with existing or planned solid waste management projects. A copy of such certificate shall be filed with the state comptroller, the chairman of the senate finance committee, and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time subject to the approval of the director of the division of the budget and a copy of each such amendment shall be filed with the state comptroller, the chairman of the senate finance committee, and the chairman of the assembly ways and means committee.

the state share of the cost of municipal solid waste management projects, including the payment of liabilities incurred prior to April one, nineteen hundred eighty-four, in accordance with the following schedule and with the provisions of title nine of article fifty-one of the environmental conservation law, including costs incidental and appurtenant thereto, thereto, hereinafter referred to as "Municipal Solid Waste Management Disbursements."

Notwithstanding the the provisions of any general or special law, the moneys hereby appropriated shall be available for municipal solid waste management expenditures approved for municipal solid waste management projects in accordance with section 51-0905 of the environmental conservation law upon the issuance of a certificate of approval of availability by the director of the division of the

budget.
