STATE UNIVERSITY OF NEW YORK (APPROPRIATED TO THE STATE UNIVERSITY CONSTRUCTION FUND) For the comprehensive construction programs, purposes and projects as herein specified in accordance with the following: Capital Projects Fund - Advances All Funds The director of the budget shall not issue any certificate of approval of availability authorizing the expenditure of moneys hereby appropriated by this section until the state university trustees, on the basis of estimated costs made at the time preliminary plans are completed, have entered into an agreement to lease, or have signed an intention of entering into such an agreement to lease, the academic building, dormitory or other facility to be provided by the state university construction fund as herein authorized. The fund shall reimburse the state of New York in full for all moneys advanced by the state from the appropriations herein authorized not later than the first day of October of each year following the close of the fiscal year in which such advances are disbursed.
