For expenses related to a study of the
costs of the construction of intermedi-
ate care facilities and community resi-
dences for the mentally retarded and

director of the facilities development
corporation, in consultation with the
commissioner of the office of mental
retardation and developmental disabili-

Community Alcoholism Treatment Facilities Purpose

Acquisition of property, construction, alterations and improvements for community residential facilities. Notwithstanding any other provision of law, funds appropriated herein can support up to one hundred percentum of the net costs to acquire property, and construct, renovate or modify structures to provide residential treatment facilities for alcoholics and alcohol abusers. Notwithstanding any other provision of law, no funds appropriated herein shall be expended until the director of the division of alcoholism and alcohol abuse has submitted, and the director of the budget has approved, an operational plan of implementation. In addition to any other information which the director of the budget may require such plan shall also include the following:

(a) guidelines specifying allowable costs relating to the acquisition, rehabilitation and improvement of community residences.

(b) a description of essential physical plant features and codes which shall be required of community residences for purposes of certification.

(c) proposed operating standards for community residences relating to staffing

record keeping, reimbursement practices and any other standards which the director of the division may require.
