nity support services rendered in the state fiscal year by local governments and voluntary agencies which shall be reimbursed at the rate of one hundred per centum of the approved net operating deficit of such services pursuant to contracts with such local governments and voluntary agencies. Such contracts shall be administered in accordance with a detailed expenditure plan which shall be submitted for approval by the director of the budget later than July first, nineteen hundred

eighty-five. For services and expenses related to commu

nity mental health center demonstration projects for high risk populations to be advanced or reimbursed at the rate of seventy-five per centum of the approved net deficit. The commissioner shall insure that projects approved reflect a balanced profile of urban and rural areas of the state. Projects approved shall be eligible for funding in this program for period not to exceed twenty-four months. No expenditures shall be made from this
