grants or loans to community based not-
for-profit organizations, charitable or-
ganizations and tenant assistance organ-
izations for provision of eligible ac-
tivities, which shall include activities
designed (a) to maintain, preserve,
repair, renovate, upgrade, improve,
modernize, rehabilitate or otherwise

prolong the useful life of residential
dwelling accommodations, and to manage
and coordinate such efforts; to manage
and coordinate the construction of resi-
dential dwelling accommodations; to
restore abandoned, vacant and occupied
housing accommodations to habitable con-
dition; to demolish structurally unsafe
structures; to seal and maintain vacant
but structurally sound structures which
are capable of being rehabilitated at a
future time; to acquire buildings which
contain or have the potential to contain
housing accommodations; to facilitate
the disposition of buildings which con-
tain housing accommodations to individ-
ual occupants thereof or to cooperative
groups whose members shall be occupants
thereof; to assist owners, occupants and
tenants of housing accommodations to
make improvements in the physical condi-
tions thereof and in the maintenance and
management thereof, in the manner as
prescribed in the zoning resolution of
the city of New York, article nine spe-
cial purpose districts chapter six spe-
cial Clinton district; and to manage
housing accommodations as agents for the
owners thereof or administrators or
receivers appointed or designated pur-
suant to any law of the state; (b) to
accomplish similar purposes and meet
similar needs with respect to small
business establishments within the Clin-
ton neighborhood; (c) to enhance code
enforcement, tenant organization, energy
conservation, and arson prevention ef-
forts; and (d) to provide
provide housing and
business related legal services, housing
counseling including mortgage
debt
counseling and loan packaging. In any
building including new construction,
least a majority of the housing accommo-
dations referred to in this paragraph
shall be for low and moderate income in-
dividuals and families. Such grants or

loans shall be made after consultation with the Clinton fund advisory committee as established by the borough president of the borough of Manhattan pursuant to an agreement between the governor of the state of New York and the mayor of the city of New York. Notwithstanding any other provision of law, the moneys hereby appropriated shall not be apportioned until (1) thirty days after the commissioner of housing and community renewal has transmitted a plan for the use of these moneys, to the director of the budget, the chairman of the senate finance committee and the ranking minority member, and the chairman of the assembly ways and means committee and the ranking minority member, and (2) until the director of the budget has approved such plan.

In order that the legislature can ade-
quately evaluate the State's continuing
commitment to this program the commis-
sioner, in conjunction with members of
the Clinton preservation fund advisory
committee, shall, by January first,
nineteen hundred eighty-six, develop and
transmit to the chairman of the senate
finance committee and the ranking
minority member and the chairman of
assembly ways and means committee and
the ranking minority member, a five year
plan.
Such plan shall identify existing
and potential future problems of the
Clinton neighborhood with regard to
dislocation of tenants, homeowners and
business establishments; and shall also
identify the existence of underutilized
housing stock and substandard services
detrimental to the health and safety of
neighborhood residents. Such plan shall
also include a description of the
preservation activities necessary to ad-
dress the problems identified and a
priority listing of such activities; a
determination of activities to be under-
taken, the funding required by such ac-
tivities and a schedule for carrying out
these activities. In addition such plan
shall include, but not be limited to,
description of: (i) the number, type and
location of dwelling units to be reha-
bilitated, (ii) the number, type and

and the ranking majority member, and the chairman of the assembly ways and means committee and the ranking minority member on or before June first, nineteen hundred eighty-six. Such report shall include, but not be limited to, description of the activities undertaken and expenditures made for the program including, but not limited to: (i) the number and type of dwelling units rehabilitated and to be rehabilitated, (ii) the number and type of dwelling units created and to be created through new construction, (iii) the number and type of businesses created or retained or to be created or retained, and (iv) other housing, business and resident assistance related activities.

The state commitment for this program shall not extend beyond March thirtyfirst, nineteen hundred ninety and shall not exceed an aggregate of twelve million five hundred thousand dollars for this five year period

Maintenance undistributed

For payment of state aid to municipalities with a population of one million or more for housing code enforcement. Notwithstanding any other provision of law amount made available shall constitute the complete liquidation of the state's obligation for such purposes pursuant to section 54-h of the state finance law. Notwithstanding any other provision of law the moneys hereby appropriated shall be apportioned in accordance with regulations promulgated by the commissioner of housing and community renewal and approved by the director of the budget and shall be limited to no more than fifty percent of expenditures actually incurred as certified by the commissioner of housing and community renewal
