grants or loans to community based notfor-profit organizations, charitable organizations and tenant assistance organizations for provision of eligible tivities, which shall include activities designed (a) to maintain, preserve, repair, renovate, upgrade, improve, modernize, rehabilitate

otherwise prolong the useful life of residential dwelling accommodations, and manage and coordinate such efforts; to manage and coordinate the construction of residential dwelling accommodations; to restore abandoned, vacant and occupied housing accommodations to habitable condition; to demolish structurally unsafe structures; to seal and maintain vacant but structurally sound structures which are capable of being rehabilitated at a future time; to acquire buildings which contain or have the potential to contain housing accommodations; to facilitate the disposition of buildings which contain housing accommodations to individual occupants thereof or to cooperative groups whose members shall be

location of dwelling units to be created through new construction, (iii) the number, type and location of businesses to be created retained, and (iv) the types of other planned housing, business and resident assistance related activi

ties.
Notwithstanding any other provision of
