The New York state commissioner of social services shall not approve any proposal that does not include a letter of support from the local social services commissioner or chief executive of the district stating the need for such service, approval of the proposal and sponsors, and intention of integrating such service into customary social services funding should the service prove successful. All such funds shall be available upon approval of the director of the budget.
