appropriation made by chapter 295, section 1, of the laws of 1982, as amended and reappropriated by chapter 50, section 3 of the laws of 1984, is hereby amended and reappropriated to read as follows: For expenses related to a study of the methadone program. [The director of the division of the budget shall contract with an independent entity to evaluate the administration and effectiveness of the methadone program, with special attention to the responsibilities of various state agencies in establishment, licensing and regulation of methadone programs. Such contract shall insure that a published count of conclusions and recommendations be made available to the governor and the legislature prior to the issuance of the fiscal year 1985-86 executive budget] The director of the division of substance abuse services shall contract with an independent entity to explore potential system-wide service enhancements and cost savings which could accrue from the use of innovative methadone treatment services including, but not limited to, the differential/comprehensive treatment services model, the short-stay residential methadone program, and the methadone medical maintenance program. Such contract, subject to approval by the director of the budget, shall include the submission of an evaluation and policy recommendation report to the governor, the director of the budget and the Legislature on or about September fifteenth, nineteen hundred eighty-five (re. $75,000)

The commissioner shall receive and may select proposals for such programs, subject to the availability of funds and with the approval of the director of the budget. Subject to the approval of the director of the budget, any federal funds applicable to expenditures made as a result of this appropriation may be made to the department or its contractors. For services and

expenses to administer and implement contracts for demonstration programs for supportive services to victims of domestic violence. The commissioner shall receive and may select with the approval of the director of the budget, proposals for such programs. Selection shall be based upon program quality, administrative and financial viability and potential transferability to other jurisdictions and settings. The New York state commissioner of social services shall not approve any proposal that does not include a letter of support from the local social services commissioner or chief executive of the district stating the need for such service, approval of the proposal and sponsors, and intention of integrating such service into customary social services funding should the service prove successful. All such funds shall be available upon approval of the director of the budget. Subject to the approval of the director of the budget, any federal funds applicable to expenditures made as a result of this appropriation may be made available to the department or its contractors... 1,000,000 . The commission for the blind and visually handicapped shall develop a plan, subject to the approval of the director of the budget, detailing the goals of the programs, the services to be provided, the methods of providing services and the populations to be served. No expenditures shall be made from this appropriation until such plan has been approved and a certificate of availability has been approved by the director of the budget. A proposed plan for this purpose shall be submitted to the director of the budget by May first, nineteen hundred eighty-four, such plan to be subject to the approval of the director of the budget by June thirtieth, nineteen hundred eightyfour, who shall file copies with the chairmen of the senate finance and the assembly ways and means committees...1,000,000
