Allocations from this account shall be limited to the lesser of the

amount appropriated or grant award.

For projects approved by the director of the division of
alcoholism and alcohol abuse to be advanced or reim-
bursed pursuant to section 41. 32 of the mental hygiene
law including payment of state grants to localities
and voluntary agencies for demonstration programs pur-
suant to sections 41.18 and 41.23 of such law. The
amount available shall be apportioned in accordance
with a plan approved by the agency head and the direc-
tor of the budget
