ARTICLE IT. In return for the ftipulation contained in the preceding article, and by the means of the faid loan of four millions fix hundred thousand pounds flerling, affured by the guaranty of Great Britain, his Imperial Majefty fhall employ in his different armies, in the enfuing campaign, a number of troops, which fhall not only amount at leaft to two hundred thoufand effective men, but which his Imperial Majefty will exert himself, as much as poffible, to augment even above that number; which troops fhall act against the common enemy, according to the difpofitions agreed upon by a fecret article, forming a part of this convention. ARTICLE III. The Emperor will fee with pleasure the appointment of general officers, or other perfons of confidence, to be prefent with his armies on the part of his Britannic Majefty, to whom all the neceffary communication and information will be furnished, with refpe&t to the flate and ftrength of the armies, and the number of troops of which they may confift; and if, in order to facilitate and promote the correfpondence and communication between the armies of the two Courts, his Majefté Imperiale juge à propos d'envoyer quelqu' officier, ou autre perfonne, de fa part, aux armées Angloifes, ils recevront également des Généraux Commandants de fa Majefté Britannique toutes les marques de confiance les plus analogues à l'union étroite heureusement fubfiftante entre les deux Cours. Il fera pris, de la part de fa Majefté Imperiale, dans chacun de ces etâts refpe&tifs, toutes les mesures néceffaires pour donner au dit emprunt, et aux engagemens pour le payement regulier des dividendes, par fémeftre, qui écherront en confequence du dit emprunt, un plein et legal effet et validité; de forte que fi jamais il arrivoit, par quelque raifon que ce fût, qu'un payement quelconque etoit en retard, après l'epoque de fon echeance, les porteurs des obligations déjà contractées, ou qui feront contractées, de la part de fa Majefté Imperiale, pour le dit emprunt, pourront pourfuivre en juftice les receveurs ou tréforiers des revenus de fa Majefté Imperiale, dans chacun des dits etâts respectivement, au choix des dits porteurs, et pourront recouvrer d'eux, et de chacun d'eux, en due forme de loi, le montant complet de tel payement ainfi échu, de la même manière que les particuliers font admis dans les dits etâts refpectivement de pourfuivre et de recouvre leurs juftes droits contre d'autres particuliers. ARTICLE V. All the neceffary measures fhall be taken on the part of his Imperial Majefty, in each of the faid dominions refpectively, to give full and legal effect and validity to the faid loan, and to the engagements for the regular payment of the half-yearly dividends which fhall fall due in confequence thereof, fo that if at any time there should happen, from whatever cause, to be any delay in any of the payments, after the period of their falling due, the holders of the fecurities granted or to be granted, on the part of his Imperial Majefty, for the faid loan, may fue the receivers or treasurers of his Imperial Majefty's revenues, in any of the faid dominions relpectively, at the option of fuch holders, and may recover from them, or any of them, by due courfe of law, the full amount of fuch pay.. ments having fo fallen due, in the fame manner as any private indivi duals are admitted in the faid dominions refpectively to profecute and recover their just rights against other private perfons. ARTICLE V. AR cates of the dividends fo respectively paid; and every fuch tally or certifi cate fo delivered up shall be a valid and legal fecurity, fo as to enable the holder thereof to fue any of the receivers or treafurers of his Imperial Majefty's revenues in any of his dominions aforefaid, at the option of fuch holder, and to recover from them, or any of them, the full amount of the fum expreffed in fuch tally or certificate, with interest thereon at the rate of five per cent. per annum, to be reckoned from the date of the payment made by the British Government. And whereas it is provided, in the terms agreed upon for railing the faid loans, that, as a collateral fecurity for the faid loans, there hall be depofited in the Bank of England mortgage actions of the Bank of Vienna, for a fum, in the proportion of four to three of the loan to be lo raifed; it is further agreed, that the governor and company of the faid Bank hall, in cafe of any fuch payment as aforefaid being made by the British Government, be autherifed to withdraw from the faid depofit fuch a quantity of the faid actions, as shall be required to make up at least the proportion of four pounds for every three which fhall be fo paid by the British Government, to be by the faid Government either used as a fecurity or claim upon the Bank of Vienna, until repayment of the said fum, and of the intereft due thereon, or negotiated at the time to fuch extent as may be neceffary in order to effect fuch reimbursement, according as to the faid Government may feem most eligible; and that the quantity of actions fo withdrawn fhall be deducted from or fet off against any quantity, which, according to the terms of the faid loan, might thereafter be to be withdrawn from the faid depofit, in proportion to the gradual redemption of the bonds, and the payment of the annuities, as is specified in the conditions of the faid loan. A loan of three millions of pounds fterling, payable in ready money, fhall be opened in the city of London, at the houfe of Walter Boyd, Paul Benfield, and James Drummond, Merchants, in London, in the firm of Boyd, Benfield, and Co. Bankers to his Majefty, appointed for that purpose. 2. A part of the faid loan fhall confift in bonds, to be figned by the faid Meffrs. Boyd, Benfield, and Co. or by one of the individuals belonging to the said firm ; and those bonds may be for fuch fums as fhall be judged proper. 3. A capital of two millions five hundred thousand pounds fterling fhall be raised by thofe bonds, bearing intereft at three per cent, per annum. The lenders thall not demand the repayment thereof, but we referve to ourfelf the right of redeeming them at par, viz. at the rate of one hundred pounds fterling in money, for one hundred pounds fterling of capital. 4. The faid capital of two millions five hundred thousand pounds fterling fhall be valued to the lenders at fixty pounds sterling in money for one hundred pounds sterling of capital. 5.
