Sums immediately available.

PART II 8 2. The several sums specified in this section, or so much thereof as shall be sufficient to accomplish, in full, the purposes designated by the appropriation, shall be immediately available for payment when this act becomes a law and shall be paid by the treasurer on the warrant of the comptroller, to the persons and for the purposes indicated in this act, which several amounts are hereby appropriated out of any moneys in the treasury not otherwise appropriated. No warrant shall be issued except in the case of salaries until the amounts claimed shall have been audited and allowed by the comptroller, who is hereby authorized to determine the same, upon vouchers prescribed as required by section twelve of the state finance law.

§ 4. PROTECTIVE

TRUSTEES OF PUBLIC BUILDINGS (Continued) The comptroller shall have the power to amend such definitions from time to time as in his judgment becomes necessary for the proper conduct of the fiscal affairs of the state. The definitions, as published by the comptroller, and as amended, shall govern expenditures from these appropriations and the audit of claim and accounts by the comptroller where said classifications are used in this act.

§ 8. This act shall take effect immediately.

CHAPTER 207
AN ACT making an appropriation for the support and instruction of state

pupils at the Catholic Institute for Blind in the city of New York, pursu

ant to the education law. Became a law April 1, 1925, with the approval of the Governor. Passed

by a two-thirds vote on emergency message. The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. For the support and instruction of state pupils at the Catholic Institute for the Blind in the city of New York pursuant to article thirty-eight of the education law, heretofore or hereafter given, there is hereby appropriated out of any moneys in the state treasury not otherwise appropriated the

sum of twenty-five hundred and fifty dollars ($2,550), or so much thereof as may be necessary for such purposes. The moneys so appropriated shall be paid out by the state treasurer on the warrant of the comptroller on bills or vouchers presented executed and veri. fied as prescribed in article thirty-eight of the education law.

CHAPTER 209
AN ACT making an appropriation for the payment of bonuses and the

expenses of the New York state bonus commission, as provided by chapter
nineteen of the laws of nineteen hundred and twenty-four, entitled "An act
authorizing the creation of a debt of the state and the issuance and
sale of bonds to provide for the payment of bonuses to honorably dis-
charged soldiers, sailors and marines of the world war who were actual
residents of the state at the time of their enlistment or induction into

the military or naval service of the United States," as amended.
Became a law April 1, 1925, with the approval of the Governor. Passed,

three-fifths being present.
The People of the State of New York, represented in Senate and Assembly,
do enact as follows:

Section 1. The sum of two million five hundred thousand dol.
lars ($2,500,000), or so much thereof as may be needed, is hereby
appropriated for the purpose of paying bonuses awarded pursuant
to chapter nineteen of the laws of nineteen hundred and twenty-
four, entitled "An act authorizing the creation of a debt of the
state and the issuance and sale of bonds to provide for the pay-
ment of bonuses to honorably discharged soldiers, sailors and
marines of the World war who were actual residents of the state
at the time of their enlistment or induction into the military or
naval service of the United States, as amended by chapter
twenty-six of the laws of nineteen hundred and twenty-five, and
for the expenses of the New York state bonus commission in
administering such act. The moneys hereby appropriated shall
be subject to all the provisions of such act, in relation to the dis-
position of the proceeds of bonds issued and sold pursuant
thereto.

§ 2. This act shall take effect immediately.

CHAPTER 210
AN ACT relating to the financing of certain bridges to be constructed between

New York and New Jersey by the port of New York authority, and

making an appropriation therefor.

called the port authority, has been authorized to construct across the Arthur kill between Perth Amboy on the New Jersey side and Tottenville on the New York side and between Elizabeth on the New Jersey side and Howland Hook on the New York side by chapters one hundred and twenty-five and one hundred and fortynine, respectively, laws of New Jersey, nineteen hundred and twenty-four, and chapters two hundred and thirty and one hundred and eighty-six, respectively, laws of New York, nineteen hundred and twenty-four) there is hereby appropriated, subject to the limitations and conditions hereinafter set forth, the sum of eight hundred thousand dollars ($800,000), or so much thereof as may be requisitioned, out of any moneys in the state treasury not otherwise appropriated. The said sum shall be paid out by the state treasurer on the warrant of the comptroller of the treasury to the said port authority upon requisitions signed by the chairman of the said port authority, in two annual installments of four hundred thousand dollars ($400,000) each, the first installment to be available at any time during the fiscal year commencing in nineteen hundred and twenty-five and one other installment to be available during the succeeding fiscal year.

nineteen hundred and nineteen, shall pay over to the said port authority, upon requisitions signed by the chairman of the said port authority, four hundred thousand dollars ($400,000) in each year from the tolls and charges collected for the use of the tunnels constructed by the said commission, if such sum shall be available after payment of the expenses of maintenance and operation of the said tunnels and the deduction of the share of the surplus over and above such expenses belonging to the state of New Jersey, and if such surplus shall amount to a lesser sum shall pay over such lesser sum and shall pay over the balance of the said installment of four hundred thousand dollars ($400,000) in any subsequent year when it shall be available and shall be requisitioned. Such payments shall be made out of the net revenues of the said tunnels before any payments shall be due or made for amortization of the cost of construction thereof, and upon such payment and the receipt of the chairman of the said port authority, the said tunnel commission shall be wholly and completely discharged from any liability in relation to the sums so paid.

If the requisitions made in any one fiscal year shall not in the
