"For expenses of maintenance and operation of the Tax Department, exclusive of the Bureau of Motor Vehicles, including the purchase or exchange of automobiles; refunds of taxes erroneously paid under article 12 of the tax law (tax on transfers of stock and other corporate certificates); refunds of fees erroneously paid for real estate agents' and real estate brokers' and billiard room licenses; for premiums on surety bonds of officials and employees and for expenses of officials and employees in traveling outside of the state, $435,000."

No monies appropriated by said act however, under such title, except those appropriated for School of Home Economics" shall be available for "The New York State College of Home Economics" without the approval of the Governor, the Chairman of the Senate Finance Committee and the Chairman of the Assembly Ways and Means Committee.
