KATE OBEIRNE is the Washington editor of "National Review" magazine, and a veteran panelist on CNNs popular debate program "Capital Gang," She began her career on the staff of Senator Jim Buckley (R-NY), served in the Reagan administration, and was a vice president of the Heritage Foundation.
